Resolved Question: honestly, what are my chances of getting into UIUC?

i'm a freshman at a community college and i want to transfer out next year to university of illinois urbana-champaign. in higschool, i screwed up and didn't go to my fullest potential. i got a 3.0 gpa, and a 23 on my ACT.. i was involved in a lot of stuff though and was a member of the National Honor Society. so in my first semester of college, i got a 4.0 gpa.... do you think that will be god enough to get me in? the college i applied at uiuc to has accepted students within 2.9-3.2 gpa... but what do you guys honestly think? i am also a resident...
